About this grant

ARPA-H Mission Office-specific Innovative Solutions Openings seek groundbreaking biomedical and health research approaches. The Health Science Futures ISO focuses on accelerating advances across research areas and removing limitations that impede solutions for a broad range of diseases and conditions.

Eligibility

ELIGIBLE PROPOSERS Open to all responsible sources capable of meeting the government's needs. ARPA-H is primarily interested in for-profit entities, academia, non-profit organizations, hospitals, community health centers, and non-federal research centers. Named eligible entity types: Academia, Non-Profit Organizations, and For-Profit Entities. MANDATORY FIRST STEP Proposers MUST submit a Solution Summary and receive written ARPA-H feedback BEFORE submitting a proposal. Proposals submitted without a prior Solution Summary will not be reviewed. FFRDCs & GOVERNMENT ENTITIES Federally Funded Research and Development Centers (FFRDCs), government entities, and federal employees may NOT respond as team members or sub-performers. An FFRDC/government entity with a unique in-scope idea must submit it via the Solution Submission Portal. A proposer relying on a uniquely-capable FFRDC must document that all other resource options were exhausted. CONFLICTS OF INTEREST Individuals/entities currently providing contracted support services to ARPA-H have an unmitigable OCI and are ineligible for award. NON-U.S. ORGANIZATIONS Non-U.S. entities may participate subject to NDAs, security/export-control laws, and other governing statutes; ARPA-H prioritizes work performed in the U.S. No awards to: a foreign entity of concern (CHIPS & Science Act § 10638(3)); an individual in a Malign Foreign Talent Recruitment Program (§ 10638(4)); or suspended/debarred entities. Entities organized under the laws of a "covered" foreign country (50 U.S.C. § 3059) are ineligible as prime or sub-awardee. REGISTRATION At proposal submission you must be registered in SAM.gov with a valid Unique Entity Identifier (UEI), and must maintain an active, accurate SAM.gov registration through award.
